It’s the kind of movie you put on when you want to turn off your brain and just enjoy the ride, and honestly, sometimes that’s exactly what the doctor ordered. The film doesn’t take itself too seriously, which is a huge plus, as it leans into the ridiculousness of its premise with open arms. You’ve got two world leaders, one a grizzled politician and the other a charismatic, slightly naive actor-turned-president, suddenly on the run from a shadowy global conspiracy. What could go wrong? Or, more accurately, what couldn’t go wrong in the most entertaining way possible?
The chemistry between our two leads is really the engine that drives this whole machine. While some of the jokes might not always land with a belly laugh, their back-and-forth and the inherent “odd couple” dynamic is genuinely enjoyable. It’s got a bit of that classic ’90s action movie vibe, which is a nice dose of nostalgia for those of us who grew up on films like Lethal Weapon or Rush Hour. Is it going to win any Oscars? The special effects in Heads of State are pretty solid for a streaming action flick. There are some genuinely impressive action sequences, especially the car chases and fight choreography. Director Ilya Naishuller (who also helmed the wildly kinetic Hardcore Henry and the excellent Nobody) certainly knows how to stage a compelling fight. The plane crash sequence is a highlight, feeling quite impactful without being over-the-top cartoonish. There are a few moments where the CGI might look a little less polished, particularly in some of the wider explosive shots towards the end, but nothing that takes you completely out of the movie. Overall, they serve the purpose of delivering exciting, fast-paced action, and for the most part, they succeed. Priyanka Chopra Jonas’s action scenes are particularly well-executed, highlighting her capabilities without relying too heavily on obvious digital trickery.

Synopsis and Plot Breakdown
Heads of State kicks off by introducing us to the UK Prime Minister Sam Clarke (Idris Elba), a seasoned and somewhat cynical politician, and the newly elected U.S. President Will Derringer (John Cena), a former action movie star who believes in diplomacy through charm. Their public relationship is, let’s just say, strained, as their personalities clash in a very public way. Despite their mutual disdain, their aides insist they fly together to an upcoming NATO summit in Trieste aboard Air Force One to present a united front to the world.
However, their plans for a peaceful flight are shattered when Air Force One is attacked by terrorists led by the notorious Russian arms dealer, Viktor Gradov (Paddy Considine). The plane is shot down, leaving Clarke and Derringer as the sole survivors, stranded and presumed dead in a remote part of Belarus. Realizing that the attack was an inside job, they quickly understand that someone within their own trusted circles has betrayed them.
On the run and with no official support, they manage to get to Poland where they seek help from CIA officer Marty Comer (Jack Quaid). But their safe house is quickly compromised by Gradov’s assassins. They are rescued by the tough and resourceful MI6 agent Noel Bisset (Priyanka Chopra Jonas), who narrowly escaped a previous attack by Gradov’s forces in Spain. Bisset reveals that Gradov’s hacker, Arthur Hammond (Stephen Root), has leaked classified national security files, destabilizing the NATO summit. Derringer also discovers that Clarke and Bisset have a romantic history, which adds another layer of awkwardness to their already desperate situation.
The trio embarks on a frantic journey by train towards the summit in Italy. Along the way, they face more of Gradov’s assassins. Hammond, who is tired of being exploited by Gradov, helps them by killing an assassin but is mortally wounded himself. Before dying, he directs them to his former office in Croatia to find out who the traitor is. There, they uncover chat logs that seemingly implicate Derringer’s chief of staff, Simone Bradshaw. However, another attack leads to Clarke seemingly being killed in an explosion, leaving Derringer and Bisset to continue alone.
Arriving at the NATO summit in Trieste, Derringer and Bisset learn the shocking truth: the real traitor is Vice President Elizabeth Kirk (Carla Gugino), who used Bradshaw as a decoy. Kirk and Gradov’s forces launch a full-scale assault on the summit. Just when things look dire, Clarke reappears, having survived the explosion and driven from Croatia in a fire truck (because, why not?). The reunited trio fights their way through the chaos. Bisset takes on Gradov’s lead assassin, Olga, while Clarke and Derringer pursue Gradov himself. In a final, climactic confrontation, they manage to stop Gradov by crashing his helicopter.
In the aftermath, the relationships within NATO are restored, and Clarke and Derringer, against all odds, have become genuine friends. A post-credits scene humorously reveals that Marty Comer also survived his shooting thanks to a metal plate in his head, proving that in this world, even minor characters can have a miraculous comeback.
